The detailed provisions of the new regulations in Saudi Arabia
Certification system and scope of application: The SABER certification system is an online application system for customs clearance certificates launched by the Saudi Standards Authority (SASO) in 2019. It will come into effect on January 1, 2025. All goods exported to Saudi Arabia must submit applications through this system and obtain the PCoC (Product Conformity Certificate) and SCoC (Shipment Certificate Batch Certificate). Other customs clearance methods will no longer be accepted as substitutes, and the previously available commitment letters are no longer applicable.
Certificate Type and Requirements
PCoC Certificate of Product Conformity: applicable to the certification of a single model of products, usually completed in the exporting country. The certificate is valid for 1 year, the application process is relatively complex, you need to submit product manuals, technical specifications, test reports, production company qualifications and other documents, issued by the issuing organization after examination and approval. It is not necessary to apply for PCoC certificate repeatedly for multiple shipments of the same product within the validity period.
SCoC Certificate of Shipment Conformity: It is issued for specific shipment batch and used to prove that the goods conform to the Saudi standards when clearing customs in Saudi Arabia, and each shipment batch needs to be re-applied. When applying for SCoC, it is necessary to provide product photos, trademarks, HS codes and other documents, and confirm the validity of PCoC certificate, which will be issued online by SABER system after passing the audit.
Application Procedure
Application for PCoC Certificate: The importer should firstly register an account in SABER system, input the product name and HS code and other information to evaluate the risk level, submit the application for PC registration to the system and select an issuing organization, and after paying the cost of the certificate, the issuing organization will contact the exporter to provide the authentication documents, and then issue the PCoC Certificate after passing the audit.
Application for SCoC Certificate: The importer submits SCoC application to SABER system after shipment, the system confirms the validity of PCoC certificate, and after the importer pays the certification fee, the issuing organization issues SCoC certificate.
Penalty for non-compliance: If the goods arrive in Saudi Arabia before attempting to obtain the SABER certificate, or do not obtain the required certificate through the SABER system, it will be regarded as non-compliance, and the goods will not be able to be cleared, and the importer may be required to bear the resulting penalties, demurrage or demurrage fees and other costs.
