For high-risk products (such as electronic appliances, children's products, building materials, etc.), Morocco has added environmental performance certification requirements, including material recyclability, carbon emission data during the production process, etc. In addition, some products need to be affixed with the CMim mark (height ≥ 6mm), and the instructions and labels must be in Arabic.
Issuing agency and audit standards are adjusted: COC certificates are still issued by international agencies authorized by Morocco, and the audit standards are in line with international standards. Some products need to provide specific test reports.
Increased penalties for violations: Products that are not certified or have quality problems will face cargo seizure, high fines, or even revocation of import qualifications.
As an exporter, how should we assist our customers to obtain COC certificate in Morocco?
The process of COC certification includes the following main steps:
Step 1: Importers submit applications through the PORTNET platform
Register an account: Importers need to complete corporate certification on the PORTNET official website and obtain a unique account.
Submitted materials: application form (RFC), pro forma invoice, packing list, test report (issued by CNAS/ISO 17025 laboratory), manufacturer ISO certificate (if any).
Step 2: Document review and product testing
The certification body verifies the authenticity of the documents, and high-risk products need to be sampled for inspection (such as electrical safety testing, toy chemical substance testing).
New requirements: Environmental performance certification documents (such as material composition analysis, production process carbon emission report).
Step 3: The certification body arranges on-site inspection
Inspection focus: product label, instructions, whether the outer box is in Arabic, whether the product description is consistent with the packing list invoice, whether there is a CMim mark logo, whether the outer box has importer and exporter information, etc.
Step 4: Issue electronic COC certificate
Certificate validity period: usually 3 months, and reapplication is required after expiration.
Step 5: Customs clearance and arrival inspection
Importers need to upload the COC certificate to the PORTNET system, and customs will release the goods after verification.
Step 6.Follow-up supervision:
